1. The multi-year programme of work of the United Nations Forum on Forests calls for a review of the implementation of the proposals for action of the Intergovernmental Panel on Forests (IPF) and the Intergovernmental Forum on Forests (IFF) related to monitoring, assessment and reporting and concepts, terminology and definitions at the fourth session of the Forum.

1. The present discussion paper has been prepared to inform the United Nations Forum on Forests about concerns that children and youth have expressed regarding the five thematic issues to be discussed at the fourth session of the Forum, in Geneva in May 2004.

59. In the formulation of its recommendations, the Forum takes particular note of and welcomes the statement made at the fourth session of the Forum by the United Nations High Commissioner for Human Rights, who underlined that the attainment of the Millennium Development Goals must be rooted in human rights.

6. The Expert Group may also wish to consider the relationship between its work and the scope of the discussions at the fourth session of the Forum on the implementation of the IPF/IFF proposals for action and the plan of action of the Forum, specifically related to (a) monitoring, assessment and reporting, concepts, terminology and definitions1 and (b) criteria and indicators of sustainable forest management.

18. The Ad Hoc Expert Group noted that its work would also contribute to the deliberations at the fourth session of the Forum on implementation of the IPF/IFF proposals for action on the two agenda items on: (a) monitoring, assessment and reporting, concepts terminology and definitions; and (b) criteria and indicators of sustainable forest management.
