وإذا أريد للاقتصادات النامية الصغيرة أن تتمكن من اجتذاب الاستثمار، والتوسع في اﻹنتاج، وتحسين نوعية المنتجات، والارتقاء إلى مستوى المعايير - وبإيجاز، التنافس بفعالية واغتنام الفرص المتاحة في اتفاقات منظمة التجارة العالمية - فمن المحتم الاعتراف بحاجتها إلى الدعم وإلى فترات انتقالية تكفي لتحرير التجارة العالمية بصورة كاملة ينطبق أيضا على تجارة الموز.
