With the support of the Group of Friends of the Secretary-General, the Mission renewed its efforts to obtain acceptance by both sides of the paper " Basic Principles for the Distribution of Competences between Tbilisi and Sukhumi " and its transmittal letter as a basis for such negotiations.

3. A significant step forward was taken in mid-December when my Special Representative, in consultation with the Group of Friends of the Secretary-General, was able to finalize the paper on " Basic Principles for the Distribution of Competences between Tbilisi and Sukhumi " .

My Special Representative also supported efforts to build confidence and advance towards a comprehensive settlement of the conflict, on the basis of the paper entitled " Basic Principles for the Distribution of Competencies between Tbilisi and Sukhumi " and its letter of transmittal.

كما استجد تطور إيجابي بوضع اللمسات الأخيرة على وثيقة " المبادئ الأساسية لتوزيع الاختصاصات بين تبليسي وسوخومي " ، وكتاب إحالتها، وذلك بتأييد كامل من كافة أعضاء مجموعة أصدقاء الأمين العام.

Despite the hope that emerged after an endorsement by the Group of Friends of the Secretary-General on Georgia and by the Security Council of the document " Basic Principles for the Distribution of Competencies between Tbilisi and Sokhumi " , the Abkhaz side continues brazenly to refuse to accept the paper.
ورغم الأمل الذي أطل بعد اعتماد مجموعة أصدقاء الأمين العام بشأن جورجيا ومجلس الأمن لوثيقة " المبادئ الأساسية لتوزيع الاختصاصات بين تبيليسي وسوخومي " ، فإن الجانب الأبخازي لا يزال يرفض الورقة بوقاحة.

In December of last year, some hope emerged after the Group of Friends of the Secretary-General on Georgia, and later the Security Council, endorsed the document on the Basic Principles for the Distribution of competencies between Tbilisi and Sukhumi.
ففي كانون الأول/ديسمبر من العام الماضي، بزغ بعض الأمل بعد زيارة مجموعة أصدقاء الأمين العام لجورجيا، وفي وقت لاحق، صادق مجلس الأمن على وثيقة المبادئ الأساسية لتوزيع الاختصاصات بين تبليسي وسوخومي.

Stressing its strong support for the document entitled " Basic Principles for the Distribution of Competences between Tbilisi and Sukhumi " , the Council regretted the lack of progress on the initiation of political status negotiations.

Efforts of the Friends of the Secretary-General, including visits by my Special Representative to capitals, to arrive at a coordinated draft document addressing Basic Principles for the Distribution of competencies between Tbilisi and Sukhumi (see S/2000/697, para. 5) have not yet succeeded.

With the paper " Basic Principles for the Distribution of Competences between Tbilisi and Sukhumi " and the transmittal letter, prepared by Mr. Boden and fully supported by the Group of Friends of the Secretary-General, the conceptual basis for commencing such negotiations now exists (see S/2002/88, para. 3).
