Indeed none of the nine elections held in Belarus since 1991 had been considered free or fair according to the Office for Democratic Institutions and Human Rights of the Organization for Security and Co-operation in Europe (OSCE).

2.1 The complainant affirms that he was a political activist in Belarus since 1998 and as such he participated in several political demonstrations.

8. In addition to the 11 communications sent by various special procedures to the Government of Belarus since January 2006 mentioned by the Special Rapporteur in his presentation before the Human Rights Council, three others have been issued:

In the present report, the Special Rapporteur, Miklós Haraszti, who officially assumed his functions on 1 November 2012, describes the prevailing situation of human rights in Belarus since the establishment of the mandate on 5 July 2012 and includes information received until 31 March 2013.

23. On 15 March 2012, Mr. Bondarenko reportedly learned that he was temporarily forbidden to leave Belarus when he was forced off a train between Minsk and Warsaw at the Brest-Centralnyj border control, on the first occasion he had attempted to leave Belarus since his visit to Geneva in November 2011.

2. In his first report to the Human Rights Council (A/HRC/23/52), the Special Rapporteur described the prevailing situation of human rights in Belarus since the establishment of the mandate and included information received up to 31 March 2013.

55. The Special Rapporteur should indicate how the international community could best ensure respect for human rights in Belarus, in particular with regard to human rights defenders, and whether there had been any change with regard to the place of civil society in Belarus since his first report.

In the present report, the Special Rapporteur describes the prevailing situation of human rights in Belarus since he presented his first report (A/HRC/23/52) to the twenty-third session of the Human Rights Council in June 2013.

Research by the Panel, subsequently confirmed by the Government of Belarus, indicates that the Government of the Sudan had acquired 15 such jets from Belarus since 2008 (12 SU-25 aircraft and 3 SU-25UB aircraft).

657. Rencontre africaine pour la défense des droits de l'homme acknowledged the positive changes in Belarus since 2008 and led to the improvement in the enjoyment of economic and social rights, including the rights to work, to health and to education.

The Panel notes, however, that it would consider the deployment to Darfur by the Government of the Sudan of the jets delivered by Belarus since 2008 without prior authorization from the Committee to be a violation of resolution 1591 (2005), which does not mention the exemption that the Government claims exists, as well as, by implication, a violation of the end-user undertaking given to the Government of Belarus.
