5. Nepal faced a deepening crisis of governance after the collapse of the first ceasefire and peace talks between the Government of Nepal and CPN(M) in 2001 and the suspension of Parliament in 2002.

72. In its decision 2/114, the Council welcomed the ongoing cooperation between the Government of Nepal and the Office of the High Commissioner, as well as with the special procedures of the Council and encouraged continued cooperation in this regard.

Following a breakdown in the peace talks between the Government of Nepal and the Communist Party of Nepal (CPN-Maoist) on 23 November 2001, a nationwide state of emergency was declared and the army deployed.

Since the report of the Secretary-General to the sixtieth session of the General Assembly on this matter, an exchange of correspondence has taken place between the Government of Nepal and the Department for Disarmament Affairs with a view to reaching agreement on the outstanding issues related to the host country agreement and the memorandum of understanding (MOU).

2. I am pleased to report that the agreement of 10 April 2005 between the Government of Nepal and the Office of the United Nations High Commissioner for Human Rights (OHCHR) was renewed for two years until June 2007, maintaining the comprehensiveness of its mandate.

37- ويُعتبر اتفاق السلام الشامل الذي أُبرم بين حكومة نيبال والحزب الشيوعي النيبالي (الماوي) مثالا آخر لاتفاق تم فيه الإقرار بالبعد الإثني للنزاع ومعالجته.

In 2000, SAHRDC's Deputy Director was hired by the office of the High Commissioner for Human Rights in his individual capacity to evaluate the Technical Cooperation Project on " strengthening the Administration of Justice and Building National Human Rights Capacity (NEP/95/AH/21) between the Government of Nepal and the OHCHR.
