Mr. VORSTER (South Africa) said the process outlined in part III was too rigid and, notwithstanding the proviso in article 13 that States could agree otherwise, would benefit from being more flexible, interactive and participatory, as agreement between watercourse States could not be expected to coincide precisely with the procedural steps proposed in the draft articles.
