The decision contained a placeholder to allow further discussion at SBSTA 40 on the guidelines for the review of national inventories from Parties included in Annex I to the Convention (Annex I Parties) with a view to adopting a decision at COP 20 that will contain the already agreed guidelines for the review of biennial reports and national communications as well as the guidelines for the review of national inventories.

The SBSTA concluded that the technical workshop to be held in October 2013 should focus first on mapping information requirements contained in the biennial report and national communication reporting guidelines to identify overlapping reporting requirements (e.g. substantively common and duplicated information) and unique information in the biennial reports and national communications.

SBSTA 38 concluded that the technical workshop to be held in accordance with the work programme should focus first on mapping information requirements contained in the biennial report and national communication reporting guidelines to identify overlapping reporting requirements and unique information in the biennial reports and national communications.
