٣- متى بدأ نفاذ أي تعديل فإنه يصبح ملزما للدول اﻷطراف التي قبلته. وتظل الدول اﻷطراف اﻷخرى ملزمة بأحكام هذه الاتفاقية وبأي تعديلات سابقة تكون قد قبلتها )المادة ٠٢ من المشروع البولندي(.
