The brotherly Iraqi people have been suffering for years from the impact of an economic embargo that has had pernicious effects on them, especially children, women and the elderly.
لا يزال الشعب العراقي الشقيق يعاني منذ سنوات مـــن وطـــأة حصـار اقتصادي ذي عواقب وخيمة على المجتمع العراقي وخاصة منه اﻷطفال والنساء والمسنون.

The Kingdom of Bahrain believes that the formation of a new national Government in Iraq is an important step for the brotherly Iraqi people towards taking over their own affairs for a better life and for an increased regional and international role.
كما ترى مملكة البحرين في تشكيل الحكومة العراقية الجديدة خطوة هامة على طريق تولي الشعب العراقي الشقيق لشؤونه، وسيره نحو حياة أفضل ودور أكبر في محيطه الإقليمي والدولي.

The State of Bahrain also expresses its satisfaction that the oil-for-food agreement between the United Nations and Iraq is alleviating the suffering of the brotherly Iraqi people.
كما وتعبر عن ارتياحها لما يوفره الاتفاق بين اﻷمم المتحدة والعراق حول مسألة النفط مقابل الغذاء من تخفيف لمعاناة الشعب العراقي الشقيق.

We believe that it is an opportune time to take more positive steps to enable Iraq to perform its regional and international role in a peaceful context and to help the brotherly Iraqi people to put behind it the years of embargo and to make up for what it has lost in terms of social and economic development.
إننا نعتقد أن الوقت بات مناسبا للمباشرة في إتخاذ خطوات أكثر إيجابية، حيث ان ذلك يمكن العراق من ممارسة دوره الاقليمي والدولي في اطار سلمي، ويساعد شعب العراق الشقيق على تجاوز سنوات الحصار، ويعوضه عما فقده من وسائل التنمية الاقتصادية والاجتماعية.

Syria believes that a speedy implementation by the Iraqi Government of the remaining Security Council resolutions, side by side with resolving the issue of Kuwaiti prisoners, would facilitate working for lifting the embargo and mitigating the suffering of the brotherly Iraqi people.
وترى أن إسراع الحكومة العراقية بتنفيذ بقية قرارات مجلس اﻷمن وحل موضوع اﻷسرى الكويتيين سيساعد على العمل من أجل رفع الحصار وتخفيف المعاناة عن الشعب العراقي الشقيق.

In that context, and despite the establishment of the Interim Government and the drafting of a new constitution, national reconciliation among the entire brotherly Iraqi people is still needed.
فرغم تشكيل الحكومة الانتقالية والانتهاء من صياغة الدستور ما زالت الحاجة ملحة إلى تحقيق التوافق الوطني بين كافة فئات الشعب العراقي الشقيق مهما كانت توجيهاتها.

We also call for joint regional and international efforts to address the deterioration of security and humanitarian conditions in Iraq and to help the brotherly Iraqi people to restore security and stability so that they may devote their energies to reconstruction efforts while preserving their national and territorial unity.
كما ندعو إلى تضافر الجهود الإقليمية والدولية لمعالجة الأوضاع الأمنية والإنسانية المتدهورة في العراق ومساعدة الشعب العراقي الشقيق على استعادة الأمن والاستقرار حتى يتفرغ لإعادة إعمار بلاده في كنف الوحدة الوطنية والترابية.

By the same token, we call for concerted regional and international efforts to help the brotherly Iraqi people to restore the deteriorating security, economic and humanitarian situation in their country, through the achievement of a consensual political settlement among all its segments and factions that preserves the unity and sovereignty of Iraq.
وندعو كذلك إلى تضافر الجهود الإقليمية والدولية لمساعدة الشعب العراقي الشقيق على معالجة الأوضاع الأمنية والاقتصادية والإنسانية المتردية، من خلال إيجاد تسوية سياسية توافقية بين جميع فئاته وأطيافه، تحفظ على وحدة العراق وسيادته.

We believe that, in addition to other measures required of Iraq, the release of prisoners will be an important step towards improving relations with that country. Lebanon calls for lifting the sanctions imposed on Iraq in order to alleviate the suffering of the brotherly Iraqi people and to allow them to restore their security, stability and prosperity.
فلبنان الذي أدان هذا الاجتياح ما زال يرى في إطلاق سراح الأسرى خطوة هامة نحو انفراج العلاقات مع العراق، بالإضافة إلى إجراءات أخرى مطلوبة من العراق، ولبنان يدعو إلى رفع الحصار والمعاناة عن الشعب العراقي الشقيق وإتاحة الفرصة لاستعادة أمنه واستقراره وازدهاره.

At the same time, Bahrain urges anew that efforts be continued with a view to alleviating the suffering of the brotherly Iraqi people resulting from sanctions. It is also eager to ensure the independence, unity and territorial integrity of Iraq and opposes any interference in its internal affairs.
كما وتجدد، في نفس الوقت، دعواتها لمواصلة الجهود المبذولة لرفع المعاناة عن الشعب العراقي الشقيق جراء الحظر المفروض عليه، مع تأكيد حرصها التام على استقلال العراق ووحدة أراضيه وسلامته اﻹقليمية، ومعارضتها ﻷي تدخل في شؤونه الداخلية.

Any progress in this respect should be recognized as a first step towards the alleviation of the suffering of the brotherly Iraqi people. The State of Bahrain has always emphasized the need for ensuring the unity and territorial integrity of Iraq and the rejection of any interference in its internal affairs.
كما يتعين الاعتراف أيضا بأي تقدم يُحرز في هـــذه المجالات كخطوة أولى نحو رفع المعاناة عن الشعب العراقي الشقيق الذي أكدت دولة البحرين حرصها التام علــى وحدة بــلاده وسلامة أراضيه ومعارضتها ﻷي تدخل في شؤونه الداخلية.

As we pay tribute to the Secretary-General, Mr. Kofi Annan, for his efforts to contain the crisis between Iraq and the United Nations Special Commission, we call upon him to increase his efforts and to undertake the required initiative for a comprehensive review of the situation with a view to finding a solution acceptable to all parties which would accelerate the lifting of the sanctions imposed on the brotherly Iraqi people.
وإذ نبارك ما يقوم به اﻷمين العام لﻷمم المتحدة السيد كوفي عنان من مجهودات لاحتواء اﻷزمة بين العراق واللجنة الخاصة لﻷمم المتحدة فإننا ندعوه لتكثيف جهوده والمبادرة بإجراء المراجعة الشاملة من أجل التوصل ﻹيجاد حل ترتضيه جميع اﻷطراف ويعجل برفع الحظر المفروض على الشعب العراقي الشقيق.

Tunisia supports the Arab position that rejects attacks against any Arab country and any further suffering and harm to the brotherly Iraqi people. Our position also supports maintaining the sovereignty and territorial integrity of Iraq, as well as the sovereignty and territorial integrity of the State of Kuwait, while stressing the need to avoid any destabilization of security there.
وتتمسك تونس بالموقف العربي الرافض لضرب أيـة دولة عربية والداعي إلى عدم إلحاق مزيد من الأذى والمعاناة بالشعب العراقي الشقيق والحفاظ على سلامة العراق وسيادته ووحدته التـرابية، مؤكدين كذلك حرصنا على سيادة الكويت وسلامة أراضيه وتفادي ما من شأنـه زعزعة الأمن والاستقرار في المنطقة.

In Iraq, the brotherly Iraqi people remain in the grip of the tragedy that befell them and we look forward with them to the day when their suffering will come to an end. This would require the Government of Iraq to respond to the demands of international legality and the unambiguous and formal recognition of the identity of Kuwait, its sovereignty, territorial integrity and political independence.
وفي العراق مأساة يعانيها الشعب العراقي الشقيق الذي نترقب معه اليوم الذي تنتهي فيه معاناته، وهو ما يتطلب أن تستجيب الحكومة في العراق لمتطلبات الشرعية الدولية بالاعتراف الرسمي الواضح والقاطع بكيان وسيادة دولة الكويت وسلامة أراضيها واستقلالها السياسي.

With regard to Iraq, the Council welcomed the Iraqi parliamentary elections that took place on 15 December, in which all of the brotherly Iraqi people of all sects and ethnic affiliations participated.
وفي الشأن العراقي، أعرب المجلس عن ترحيبه بالانتخابات البرلمانية العراقية، التي جرت بتاريخ 15 كانون الأول/ديسمبر الجاري، والتي شارك فيها الشعب العراقي الشقيق بمختلف أطيافه وانتماءاته العرقية.

In keeping with the desire of the leaders of GCC States to see the aspirations of the brotherly Iraqi people for security and stability realized, the Council condemned bombings and terrorist acts targeting civilians, humanitarian and religious institutions and Iraqi infrastructure.
وفي إطار حرص قادة دول المجلس على تحقيق ما يتطلَّع إليه الشعب العراقي الشقيق من أمن واستقرار، أدان المجلس التفجيرات والأعمال الإرهابية التي تستهدف المدنيين والمؤسسات الإنسانية والدينية، والبُنى التحتية العراقية من اعتداءات وتدمير وتهديد.

We are hopeful that we can obtain the collective positive support of the members of the Council and of the General Assembly for our cause, since you have already agreed to resolution 181 (1947) on two States, one State being Palestinian Arab, as well as for lifting the blockade imposed on the brotherly Iraqi people.
ونأمل أن نحظى بتوصية إيجابية جماعية من الأعضاء في المجلس والجمعية العامة، مثلما قررتم الموافقة سابقا على القرار 181 (1947) بدولتين اسرائيلية وعربية؛ وكذلك أهمية رفع الحصار عن الشعب العراقي الشقيق.

While it asserts that care should be given to ensuring the unity, sovereignty and territorial integrity of Iraq, Bahrain welcomes the signing of the memorandum of understanding between Iraq and the United Nations and calls for the accelerated implementation of Security Council resolution 986 (1995) on the issue of “oil for food”, an essential step towards alleviating the suffering of the brotherly Iraqi people.
كذلك فإنها تبدي حرصها على وحدة العراق وسيادته وسلامة أراضيه، وترحب في الوقت نفسه بتوقيع مذكـرة التفاهم بين العـراق واﻷمـم المتحدة، وتدعـو إلى اﻹسراع فـي تنفيذ قـرار مجلس اﻷمن ٩٨٦ )١٩٩٥( الخاص بالنفط مقابل الغذاء باعتباره خطوة ضرورية للتخفيف من معاناة الشعب العراقي الشقيق.

" In view of this, I am calling on the Iraqi leadership to make use of this opportunity to implement all the relevant Security Council resolutions and accept the return of the inspectors immediately so that we can prevent an escalation of the situation and the dangerous consequences that would have a very negative impact on the security and safety of the brotherly Iraqi people and of the Middle East as a whole. " .
وفي ضوء ذلك، فإنني أطالب القيادة العراقية بانتهاز هذه الفرصة لتنفيذ قرارات مجلس الأمن ذات الصلة كافة وقبول عودة المفتشين فورا حتى نتفادى تصعيد الموقف ونتجنب العواقب الوخيمة والخطيرة التي سوف تكون لها انعكاسات سلبية على أمن وسلامة الشعب العراقي الشقيق وعلى منطقة الشرق الأوسط بأكملها " .
