One of the most important topics dealt with by the Committee at its last session had been the question of assistance to third States affected by the application of sanctions under Chapter VII of the Charter.
وكان من أهم المواضيع التي عالجتها اللجنة في دورتها اﻷخيرة مسألة مساعدة الدول الثالثة المتضررة من تطبيق جزاءات بموجب الفصل السابع من الميثاق.

Reality has shown the need for a mechanism to ensure reparation for third States that are economically affected by the application of sanctions imposed under Chapter VII of the Charter.

On the other hand, practical and timely assistance to third States affected by the application of sanctions would further contribute to an effective and comprehensive approach by the international community to sanctions imposed by the Security Council.

In that connection, she drew attention to the information presented in paragraphs 4, 5, 8 and 11 of the report, concerning exceptions to and minimization of unintended consequences for third States of asset freezes imposed under resolutions of the Security Council and the role of the General Assembly, the Economic and Social Council and the Secretariat with regard to assistance to third States affected by the application of sanctions.
وفي هذا الصدد استرعت الاهتمام إلى المعلومات الواردة في الفقرات 4 و 5 و 8 و 11 من التقرير فيما يتصل بالاستثناءات من النتائج غير المقصودة وكذلك بتخفيف الأثر الذي يلحق بالدول الثالثة فيما يتصل بعمليات تجميد الأصول المفروضة بموجب قرارات مجلس الأمن، ودور الجمعية العامة والمجلس الاقتصادي والاجتماعي والأمانة العامة فيما يتصل بمساعدة الدول الثالثة المتضررة من جرّاء تطبيق الجزاءات.
