As to categories of non-staff personnel not covered by the arbitration procedure, delegations proposed that the Secretary-General be requested to provide information on measures that might appropriately be made available to assist such individuals in addressing disputes that might arise.

3. Further consideration should be given to the recommendations by the Secretary-General and Member States that the new system of administration of justice be extended to certain categories of " non-staff personnel " .

3. Other delegations expressed concern about granting access to certain categories of non-staff personnel to the United Nations Dispute Tribunal and the United Nations Appeals Tribunal, as proposed in the draft statutes, annexed to the note by the Secretary-General.

39. Also requests the Secretary-General to submit to the General Assembly at the main part of its sixty-seventh session a report on access to the system of administration of justice for different categories of non-staff personnel who are not covered under the dispute resolution mechanism proposed in annex II of the report on administration of justice;

The Assembly further requested the Secretary-General to continue to include information on disputes involving non-staff personnel in the context of both management evaluation and informal mediation in his respective reports and reiterated its request that he provide information on existing measures to institutionalize good management practice that aim to avoid or mitigate disputes involving the different categories of non-staff personnel.
وطلبت الجمعية العامة كذلك إلى الأمين العام أن يواصل تضمين تقاريره عن تقييم الإدارة والوساطة غير الرسمية معلومات عن المنازعات التي تشمل أفرادا من غير الموظفين وكررت طلبها أن يوفر معلومات عن التدابير المتخذة حاليا لإضفاء الطابع المؤسسي على ممارسات الإدارة الرشيدة التي تهدف إلى تلافي المنازعات التي تشمل مختلف فئات الأفراد من غير الموظفين أو التخفيف من حدتها.

1. The categories of non-staff personnel that are not covered under the dispute resolution mechanism proposed in annex II of the report of the Secretary-General on the administration of justice of 8 August 2011 (A/66/275 and Corr.1) or the proposed expedited arbitration procedures set forth in section annex IV of the present report include:

Delegations further recalled that possibilities for categories of non-staff personnel not covered by the arbitration procedure to access the informal system, that is, to take their case to the Ombudsman, would provide a useful means of redress for this group of persons.
وأشارت الوفود كذلك إلى أن الاحتمالات بالنسبة لفئات الأفراد من غير الموظفين التي لا يشملها إجراء التحكيم للجوء إلى النظام غير الرسمي، أي عرض قضيتهم على أمين المظالم، ستوفر وسيلة مفيدة للانتصاف بالنسبة لهذه المجموعة من الأشخاص.
