With a view to enhancing the effectiveness of cooperation between the States members of the Commonwealth of Independent States (CIS) to prevent trafficking in persons, a decision was taken by the CIS Council of Heads of State to create a Programme of Cooperation for 2007-2010 between CIS States members in combating trafficking in persons.

On 29 April an official statement by the Russian Ministry of Foreign Affairs announced that developments in the zone of conflict required an increase in the strength of the CIS peacekeeping force, which would still remain below the threshold of 3,000 authorized by the CIS Council of Heads of State in August 1994.

These violations take place within sight of the Commonwealth of Independent States (CIS) and in actual practice, Russian peacekeeping forces that do nothing to suppress flagrant and mass violations of human rights, as they are mandated to do under paragraph 6, chapter 2 of the regulations approved by the CIS Council of Heads of State on the collective peacekeeping forces in the Commonwealth of Independent States.

In the light of the above, the following question arises: are the opinions and conclusions of the " Special Representative of the Ministry of Foreign Affairs of the Russian Federation " a reflection of his personal position, or is the Russian side reviewing its fundamental approaches to the settlement of the conflict in Abkhazia, Georgia, including the decision of the CIS Council of Heads of State of 19 January 1996?

The Ministry of Foreign Affairs of Georgia expresses its extreme concern over the Russian Federation's withdrawal from the 19 January 1996 decision of the CIS Council of Heads of State on measures aimed at settling the conflict in Abkhazia, Georgia, on which the Ministry of Foreign Affairs of the Russian Federation sent an official note on 6 March 2008 to the Executive Committee of the Commonwealth of Independent States.

Proceeding from the foregoing, the Ministry of Foreign Affairs of Georgia maintains that the Russian Federation's withdrawal from the 19 January 1996 decision of the CIS Council of Heads of State creates a serious threat of destabilization, substantially alters the situation around the conflict and undermines the legal framework, which determines the peace format of CIS in the conflict zone.

THE SECRETARY-GENERAL As the representative of the State currently holding the Presidency of the statutory organs of the Commonwealth of Independent States (CIS), I have the honour to transmit herewith the text of the decision of 17 October 1996 of the CIS Council of Heads of State concerning an extension of and an addition to the mandate of the Collective Peacekeeping Forces in the conflict zone in Abkhazia, Georgia (see annex).

In the spirit of the joint statement on Tajikistan adopted on 28 March 1997 at a meeting of the CIS Council of Heads of State (see S/1997/268, annex IV), the participants in the meeting stressed that their countries intended to continue to promote in every way possible a peaceful settlement of the Tajik conflict and provide economic and humanitarian assistance to Tajikistan.
