وأشارت اللجنة، في تعليقها العام رقم 27، إلى أن عبارة ' ' بلده`` أوسع من ' ' بلد الجنسية``، بما أنها تشمل حالات تكون للشخص فيها، وإن لم يكن من مواطني البلد، ' ' صلات وثيقة ودائمة`` مع هذا الأخير.
