276. Deep concern is expressed over the lack of legislative provisions classifying as an offence punishable by law the dissemination of ideas based on racial superiority or hatred, acts of violence or incitement to violence against any race or group of persons of another colour or ethnic origin and the provision of assistance to racist activities, as required under article 4.
٢٧٦ - يعرب عن قلق شديد إزاء غياب أحكام تشريعية تصنف نشر اﻷفكار، التي تقوم على التفوق العنصري أو الكراهية العنصرية وأعمال العنف أو التحريض على العنف ضد أي عرق أو أي جماعة من اﻷشخاص من لون أو أصل إثني آخر، وتقديم المساعدة للنشاطات العنصرية، جريمة يعاقب عليها القانون، وفق ما تقضي به المادة ٤.

1. To declare an offence punishable by law all dissemination of ideas based on racial superiority or hatred, incitement to racial discrimination, as well as all acts of violence or incitement to such acts against any race or group of persons of another colour or ethnic origin, and also the provision of any assistance to racist activities, including the financing thereof;

(c) To declare as an offence punishable by law all dissemination of ideas based on racial superiority or hatred, incitement to racial discrimination, as well as all acts of violence or incitement to such acts against any race or group of persons of another colour or ethnic origin, and also the provision of any assistance to racist activities, including the financing thereof;

It is laid down in the Instrument of Government that no act of law or other provision may imply the unfavourable treatment of an individual because he or she belongs to a minority group by reason of race, colour, or ethnic origin.

117. Sanctions are also provided for anyone who disseminates ideas based on racial superiority or hatred or anyone who commits acts of violence or incites others to commit them against any race or group of persons of a different colour or ethnic origin.

The Committee also wishes to receive more specific information concerning the implementation of the " fundamental rights and freedoms " provided in section 24 of the Constitution, especially those aimed at addressing discrimination based on race, colour or ethnic origin.

5. The International Convention on the Elimination of All Forms of Racial Discrimination states in its preamble that discrimination between human beings on the grounds of race, colour or ethnic origin is an obstacle to friendly and peaceful relations among nations and is capable of disturbing peace and security among peoples.
5- وتنص الاتفاقية الدولية للقضاء على جميع أشكال التمييز العنصري في ديباجتها على أن التمييز بين البشر بسبب العرق أو اللون أو الأصل الإثني يشكل عقبة تعترض العلاقات الودية والسلمية بين الأمم، وواقعاً من شأنه تعكير السلم والأمن بين الشعوب().

She recalled that the International Convention on the Elimination of All Forms of Racial Discrimination stated in its preamble that discrimination between human beings on the grounds of race, colour or ethnic origin was an obstacle to friendly and peaceful relations among nations and was capable of disturbing peace and security among peoples and the harmony of persons living side by side even within one and the same State.
وذكّرت بأن الاتفاقية الدوليـة للقضاء على جميع أشكال التمييز العنصري تنص في ديباجتها على أن التمييز بين البشر بسبب العرق أو اللون أو الأصل الإثني يشكل عقبة تعترض العلاقات الودية والسلمية بين الأمم وواقعاً من شأنه تعكير السلم والأمن بين الشعوب والإخلال بالوئام بين أشخاص يعيشون جنباً إلى جنب حتى داخل الدولة الواحدة.

(10) While acknowledging the general information provided by the State party regarding offences involving discrimination, the Committee regrets the lack of detailed information, in the report of the State party, on acts of violence or incitement to such acts against any race or group of persons of another colour or ethnic origin (art. 4).
10) وفي حين تحيط اللجنة علماً بالمعلومات المقدمة من الدولة الطرف بشأن جرائم التمييز، فإنها تأسف لعدم تضمين تقريرها معلومات مفصلة عن أعمال العنف أو التحريض ضد أفراد بعينهم على أساس العرق أو الجماعة أو اللون أو الانتماء الإثني (المادة 4).

States parties are to outlaw propaganda and all organizations which are based on ideas or theories of superiority of one race or group of persons of one colour or ethnic origin.
إذ على الدول الأطراف أن تشجب جميع الدعايات والتنظيمات القائمة على الأفكار أو النظريات القائلة بتفوق أي عِرق أو أية جماعة من لون أو أصل اثني واحد.
