4. In the event of any replies being received which represent the views of the majority of the Committee, the Chairman, while acting in accordance with such replies, shall bear in mind the requirement of urgency in transmitting the communication to the State party concerned on behalf of the Committee.
4- في حالة ورود أية ردود تمثل آراء غالبية اللجنة، يراعي الرئيس، وهو يتصرف وفقاً لما تمليه هذه الردود، شرط القيام عاجلاً بإحالة البلاغ إلى الدولة الطرف المعنية نيابة عن اللجنة.

However, this requirement has limitations and the Committee does require the consent of the individual or individuals concerned to the disclosure of their identity to the State party when the Committee transmits the communication to the State party concerned (OP, art. 6 (1)).
