The present analysis will focus on recommendations put forward in reports issued after February 1994 and on decisions and action taken to implement the concept of safe areas.

In his report of 5 May 1993 (E/CN.4/1994/3, para. 94 (c)), the Special Rapporteur, in response to Security Council resolution 819 (1993), recommended that the concept of safe areas be expanded and applied to other areas of Bosnia and Herzegovina, notably Gorazde and Zepa.
