To that end, we must consider creating an international mechanism that includes experts in the fields of security and development to supervise the implementation of the range of international programmes and initiatives concerning Africa.

The 17 recommendations contained in the report aim at improving system-wide communication and information sharing concerning Africa within the United Nations system, strengthening the role of the Regional Coordination Mechanism (RCM) at the regional level to ensure alignment with the priorities of the African Union (AU) and the New Partnership for Africa's Development (NEPAD) programme.

2. Natural resource exploitation in post-conflict countries 54. In the last decade, few issues have engaged international attention concerning Africa as much as the numerous conflicts involving the ownership, management and control of natural resources.
54 - في العقد الماضي، حظيت مسائل قليلة بالاهتمام الدولي فيما يتعلق بأفريقيا بقدر ما حظيت به الصراعات العديدة التي تتعلق بملكية الموارد الطبيعية وإدارتها والتحكم فيها.

The Chair had encouraged open and frank discussions in order to cultivate ideas that could positively contribute to enhancing the work of the Council, especially since its agenda is predominantly focused on issues concerning Africa.

Others emphasized the role of the Special Coordinator for Africa and Least Developed Countries in the coordination of system-wide activities concerning Africa, as well as in global advocacy and mobilization of support for the development of Africa.

While the support provided by the United Nations to Africa in various conflicts, such as those in Liberia, Sierra Leone and Somalia, was commendable, the slow pace of the Security Council when it came to taking decisions concerning Africa gave cause for concern.
وإذا كـان الدعم الــذي قدمتــه اﻷمم المتحدة ﻷفريقيا أثناء نزاعـــات مختلفـة - سيراليون، ليبريا، الصومال - مبعث ارتياح، فإن إبطاء مجلس اﻷمن في اتخاذ القرارات المتعلقة بأفريقيا أمر مقلق.

Within the United Nations, we are extremely pleased that the decision of the Administrative Committee on Coordination not to launch further initiatives and to harmonize existing initiatives concerning Africa persuaded African leaders to work towards establishing the New Partnership for Africa's Development.
وعلى صعيد الأمم المتحدة، سرنا كثيرا أن قرار لجنة التنسيق الإدارية بعدم إطلاق أي مبادرات جديدة وضرورة مواءمة المبادرات المتعلقة بأفريقيا أوجد قناعة تامة لدى الزعماء الأفارقة بالعمل نحو إنشاء الشراكة الجديدة من أجل التنمية في أفريقيا.

The initiatives taken by the various United Nations programmes, funds and agencies to involve the OAU further in their activities concerning Africa are praiseworthy, particularly the coordination of activities between the Economic Commission for Africa (ECA) and the OAU concerning the question of good governance in Africa and the preparation of the Second Tokyo International Conference on African Development.

Among the issues that were discussed during the month, the highlight was the open debate on the report of the Secretary-General on Africa, entitled “The causes of conflict and the promotion of durable peace and sustainable development in Africa” (S/1998/318). A total of 52 Member States, organizations and observers participated in the open debate, expressing their views on the various issues concerning Africa.
