2. States Parties shall not obstruct the freedom to seek, receive, publish and disseminate information concerning corruption.

2. States Parties shall consider developing and sharing with each other and through international and regional organizations statistics, analytical expertise concerning corruption and information with a view to developing, insofar as possible, common definitions, standards and methodologies, as well as information on best practices to prevent and combat corruption.
2- تنظر الدول الأطراف في تطوير الاحصاءات والخبرة التحليلية بشأن الفساد والمعلومات وتقاسم تلك الاحصاءات والخبرة التحليلية والمعلومات فيما بينها ومن خلال المنظمات الدولية والإقليمية، بغية إيجاد تعاريف ومعايير ومنهجيات مشتركة قدر الإمكان وكذلك معلومات عن الممارسات الفضلى لمنع الفساد ومكافحته.

There is a large amount of information available concerning corruption and bribery, including materials on how to combat it.
وثمة معلومات كثيرة متوافرة عن الفساد والرشوة، منها ما يتعلق بكيفية مكافحتهما.

Among such articles, article 13 requests States parties to, inter alia, establish measures to respect, promote and protect the freedom to seek, receive, publish and disseminate information concerning corruption.

2. States Parties shall consider developing and sharing analytical expertise concerning corruption and criminal acts related specifically to corruption with each other and through international and regional organizations.
2- تنظر الدول الأطراف في تطوير الخبرات التحليلية المتعلقة بالفساد وبالأفعال الاجرامية التي لها صلة خاصة بالفساد وفي وتقاسُم تلك الخبرات فيما بينها ومن خلال المنظمات الدولية والإقليمية.

(d) Respecting, promoting and protecting the freedom to seek, receive, publish and disseminate information concerning corruption.
(د) احترام وتعزيز وحماية حرية التماس المعلومات المتعلقة بالفساد وتلقيها ونشرها وتعميمها.

RECALLING article 13 of the United Nations Convention against Corruption, whereby States parties shall promote the active participation of society in the prevention and fight of corruption, including by ensuring that the public has effective access to information, respecting, promoting and protecting the freedom to seek, receive, publish and disseminate information concerning corruption;
وإذ نستذكر المادة 13 من اتفاقية الأمم المتحدة لمكافحة الفساد، التي تقضي بأن تشجّع الدول الأطراف مشاركة المجتمع النشطة في منع الفساد ومكافحته، بوسائل منها ضمان تيسّر حصول الناس فعليا على المعلومات واحترام وتعزيز وحماية حرية التماس المعلومات المتعلقة بالفساد وتلقيها ونشرها وتعميمها؛

It was recognized that the right to seek, receive, publish and disseminate information concerning corruption should be balanced with other equally fundamental rights and that reporting on corruption was a sensitive undertaking which often exposed media representatives to a variety of risks.
واعتُرف بضرورة مراعاة التوازن بين الحق في التماس المعلومات المتعلقة بالفساد وتلقيها ونشرها وتعميمها وبين الحقوق الأساسية الأخرى ذات الأهمية المماثلة وبأن إعداد التقارير الصحفية عن الفساد يُعدّ عملا حساسا كثيرا ما يعرّض ممثلي وسائط الإعلام لطائفة من المخاطر.

(d) Respecting, promoting and protecting the freedom to seek, receive, publish and disseminate information concerning corruption, subject to the restrictions listed.
(د) احترام وتعزيز وحماية حرية التماس المعلومات المتعلقة بالفساد وتلقِّيها ونشرها وتعميمها، رهنا بالقيود المبيَّنة.

Such corruption can only be eradicated if there is a clear and strong political will to do so, supported by educational programmes for all stakeholders and for the general public concerning corruption and human rights.
ولا يمكن القضاء على هذا الفساد إلاّ إذا كانت هناك إرادة سياسية واضحة وقوية للقيام بذلك، مدعومة ببرامج تثقيفية عن الفساد وحقوق الإنسان تستهدف جميع الأطراف المعنية وعامة الناس.
