Paradoxically, it was at the time when the Conference unanimously emphasized this " dynamic process " , in a demonstration of political will which overcame the customary inertia based on the primacy of judicial autonomy and State sovereignty, that the Sub-Commission seems to have given up any ambition to study systematically the issue of encouraging universal acceptance of human rights instruments.
10- من المفارقة أنه في الوقت الذي يركِّز فيه المؤتمر بالإجماع على هذه " العملية الدينامية " ، متحلّياً بإرادة سياسية تتجاوز الجمود المعتاد، تستند إلى أولوية الإرادة القانونية وسيادة الدول، يبدو أن اللجنة الفرعية قد تخلّت عن النظر المنتظم في مسألة تشجيع القبول العالمي للصكوك الخاصة بحقوق الإنسان.
