In adopting the Declaration on the Right to Development, the General Assembly, in resolution 41/128, recognized that development is a comprehensive, cultural, political, economic, and social process which aims at constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and the fair distribution of benefits resulting therefrom.
28- اعترفت الجمعية العامة، باعتمادها إعلان الحق في التنمية في القرار 41/128، أن التنمية عملية اقتصادية واجتماعية وثقافية وسياسية شاملة تستهدف التحسين المستمر لرفاهية السكان بأسرهم والأفراد جميعهم على أساس مشاركتهم النشطة والحرة والهادفة في التنمية وفي التوزيع العادل للفوائد الناجمة عنها.

Development policies should aim at the constant improvement of the well-being of the entire population and of all individuals, on the basis of their active, free and meaningful participation in development and in the fair distribution of the benefits resulting therefrom.
ويجب أن تستهدف سياسيات التنمية التحسين المستمر لرفاهية جميع السكان وجميع اﻷفراد على أساس مشاركتهم النشطة والحرة والهادفة في التنمية وفي التوزيع العادل للفوائد الناجمة عنها)٤٦(.

ويعهد الإعلان إلى الدول بحق وواجب صياغة سياسات إنمائية وطنية ملائمة تهدف إلى التحسين المستمر لرفاه كامل السكان وجميع الأفراد.

Reaffirming that development is a comprehensive economic, social, cultural and political progress, which aims at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of benefits resulting therefrom,
وإذ تؤكد من جديد أن التنمية هي تقدم شامل على الصعيد الاقتصادي والاجتماعي والثقافي والسياسي، يهدف إلى التحسين المستمر لرفاه كل السكان وجميع اﻷفراد على أساس مشاركتهم على نحو نشط وحر ومفيد في التنمية وفي التوزيع العادل للفوائد الناجمة عنها،

(m) The extent to which policies supported by a partnership ensure the constant improvement of the well-being of the entire population and of all individuals, on the basis of their active, free, and meaningful participation in development and in the fair distribution of the benefits resulting therefrom, as required by article 2, paragraph 3, of the Declaration on the Right to Development;

12. The right to development was a comprehensive economic, social, cultural and political process, aimed at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of benefits resulting therefrom.

In its preambular paragraph, the Declaration on the Right to Development recognizes that development is a comprehensive economic, social, cultural and political process that aims at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of benefits resulting thereof.
103- وفي فقرة الديباجة، يسلم إعلان الحق في التنمية بأن التنمية عملية اقتصادية واجتماعية وثقافية وسياسية شاملة تستهدف التحسين المستمر لرفاهية السكان بأسرهم والأفراد جميعهم على أساس مشاركتهم، النشطة والحرة والهادفة، في التنمية وفى التوزيع العادل للفوائد الناجمة عنها.

5. " States have the right and the duty to formulate appropriate national development policies that aim at the constant improvement of the well-being of the entire population of all individuals, on the basis of their active, free and meaningful participation in development and in the fair distribution of the benefits resulting therefrom. " (Declaration on the Right to Development, art. 2, para. 3)

90. The Declaration on the Right to Development defines development as " a comprehensive economic, social, cultural and political process which aims at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of benefits resulting therefrom " .
٠٩- وإعلان الحق في التنمية يعرف التنمية باعتبارها " عملية اقتصادية واجتماعية وثقافية وسياسية شاملة تستهدف التحسين المستمر لرفاهية السكان بأسرهم واﻷفراد جميعهم على أساس مشاركتهم، النشطة والحرة والهادفة، في التنمية وفي التوزيع العادل للفوائد الناجمة عنها " .

The Declaration on the Right to Development provides that these policies should " aim at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of the benefits resulting therefrom " (arts. 2 (3) and 3 (1)).
لقد ورد في إعلان الحق في التنمية أن هذه السياسات ينبغي أن " تهدف إلى التحسين المستمر لرفاهية جميع السكان وجميع اﻷفراد على أساس مشاركتهم، النشطة والحرة والهادفة، في التنمية وفي التوزيع العادل للفوائد الناجمة عنها " )المادتان ٢)٣( و٣)١((.

Specifically, the Declaration provides that development is " ...a comprehensive economic, social, cultural and political process, which aims at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of benefits resulting therefrom " .
ولا سيما أنّ الإعلان يعترف بأن " التنمية عملية اقتصادية واجتماعية وثقافية وسياسية شاملة تستهدف التحسين المستمر لرفاهية السكان بأسرهم والأفراد جميعهم على أساس مشاركتهم، النشطة والحرة والهادفة، في التنمية وفي التوزيع العادل للفوائد الناجمة عنها " .

The right to development as the " constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of benefits resulting therefrom " must also be taken into consideration.
ويجب أن يوضع في الحسبان أيضاً الحق في التنمية الذي يرمي إلى " التحسين المستمر لرفاهية السكان بأسرهم والأفراد جميعهم على أساس مشاركتهم، النشطة والحرة والهادفة، في التنمية وفى التوزيع العادل للفوائد الناجمة عنها " ().

For example, according to article 2, paragraph 3, such a development process would be " the constant improvement of the well-being of the entire population and of all individuals, on the basis of their actions, free and meaningful participation in development and in the fair distribution of the benefits resulting therefrom " .
فعلى سبيل المثال تفيد الفقرة 3 من المادة 2 على أن من شأن هذه العملية " التحسين المستمر لرفاهية جميع السكان وجميع الأفراد على أساس مشاركتهم النشطة والحرة والهادفة في التنمية وفي التوزيع العادل للفوائد الناجمة عنها " .

In the preamble to the Declaration, development is described as " a comprehensive economic, social, cultural and political process, which aims at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of benefits resulting therefrom " .

The second preambular paragraph of the Declaration on the Right to Development recognizes that development aims at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of benefits resulting therefrom.
21- وتسلّم الفقرة الثانية من ديباجة إعلان الحق في التنمية(13) بأن الهدف من التنمية هو التحسين المستمر لرفاهية السكان بأسرهم والأفراد جميعهم على أساس مشاركتهم النشطة والحرة والهادفة في التنمية وفي التوزيع العادل للفوائد الناجمة عنها.

The declaration defines the appropriate national development policies, which States have the right and the duty to formulate, namely those " that aim at the constant improvement of the well-being of the entire population and of all individuals, on the basis of their active, free and meaningful participation in development and in the fair distribution of the benefits resulting therefrom (art. 2).
ويحدد البيان السياسات الإنمائية الوطنية الملائمة التي يحق للدول، بل وينبغي لها، أن تضعها، أي تلك " التي تهدف إلى التحسين المستمر لرفاهية جميع السكان وجميع الأفراد على أساس مشاركتهم النشطة والحرة والهادفة في التنمية وفى التوزيع العادل للفوائد الناجمة عنها " (المادة 2).

37. Further reaffirm that development is a comprehensive economic, social, cultural and political process, which aims at the constant improvement of the well-being of the entire population;
37- يؤكدون من جديد كذلك أن التنمية عملية اقتصادية واجتماعية وثقافية وسياسية شاملة تستهدف التحسين المستمر لرفاه جميع السكان؛

Delegations recalled that the right to development placed the human person at the centre of development, and that States had the duty to formulate appropriate national development policies that aimed at the constant improvement of the well-being of the entire population and of all individuals.
44- وذكّر بعض الوفود بأن الحق في التنمية يضع الشخص في صلب التنمية، وأنه يتوجب على الدول صياغة سياسات وطنية ملائمة للتنمية تهدف إلى التحسين المستمر لرفاه السكان بكاملهم ولجميع الأفراد.

The Declaration on the Right to Development recognizes that development is a comprehensive economic, social, cultural and political process, which aims at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of benefits resulting therefrom, without any kind of discrimination.
ويسلِّم إعلان الحق في التنمية بأن التنمية عملية اقتصادية واجتماعية وثقافية وسياسية شاملة تستهدف التحسين المستمر لرفاه السكان بأسرهم والأفراد جميعهم على أساس مشاركتهم النشطة والحرة والهادفة في التنمية وفي التوزيع العادل للفوائد الناجمة عنها، دون أي نوع من أنواع التمييز.

Article 2 (3) of the Declaration on the Right to Development made it clear that States had not only the right but also the duty to formulate appropriate national development policies that aimed at the constant improvement of the well-being of the entire population and of all individuals, on the basis of their active, free and meaningful participation in development and in the fair distribution of the benefits resulting therefrom.
فقد بينت المادة ٢)٣( من إعلان الحق في التنمية، بوضوح، أن الدول ليس لها الحق فحسب وإنما عليها أيضا واجب في صياغة السياسات اﻹنمائية الوطنية الملائمة التي تهدف الى التحسين المتواصل لرفاه جميع السكان وجميع اﻷفراد، على أساس مشاركتهم بنشاط وحرية وفائدة في التنمية وفي التوزيع العادل للمكاسب الناتجة عنها.
