It is clear to the Committee from the reports of the Secretary-General on construction projects at ECA and the United Nations Office at Nairobi that the arrangements described in paragraphs 3 and 4 above for planning, managing and monitoring projects for the development of new facilities and major maintenance are neither adequate nor well-implemented.
