D. Recommendation Noting with appreciation the efforts that the parties to the Montreal Protocol have made in the establishment and operation of systems for licensing the import and export of controlled ozonedepleting substances under Article 4B of the Protocol,

The following Parties operating under Article 5 reported production of controlled ozonedepleting substances for 2007: Argentina, China, India, Mexico, Republic of Korea and Bolivarian Republic of Venezuela.

To urge all Parties to fully and effectively implement and actively enforce their systems for licensing the import and export of controlled ozonedepleting substances as well as recommendations contained in existing decisions of the Parties, notably decisions IX/8, XIV/7, XVII/12, XVII/16 and XVIII/18;

The annex to the present note contains the Executive Summary of the feasibility study on developing a system for monitoring the transboundary movement of controlled ozonedepleting substances between the Parties, which was presented to the Eighteenth Meeting of the Parties to the Montreal Protocol in document UNEP/OzL.Pro.18/6.

(b) To request Eritrea to notify the Secretariat immediately after it has established and commenced operation of a system for licensing the import and export of controlled ozonedepleting substances in accordance with its obligations under Article 4 (b) of the Protocol;
