The proposal was further based on the conviction that the establishment of a zone of peace in an extensive geographical area in one region would have a beneficial influence on the establishment of permanent universal peace based on equal rights and justice for all in accordance with the purposes and principles of the Charter of the United Nations, as, for example, the Treaty of Tlatelolco in Latin America.

My delegation would like to express its conviction that the establishment of such a forum or of other independent national or international bodies, whether public or private, should be made proof against egoistic interests, cliquishness, and the belief that success and efficiency can be the exclusive possession of any party. Such independent bodies should be inspired by a concern to ensure the complementarity of the various efforts.
ويود وفد بلدي أن يعرب عن اقتناعه بأن إنشاء هذا المحفل أو غيره من الهيئات المستقلة الوطنية أو الدولية، سواء كانت عامة أو خاصة، ينبغي أن يكون خاليا من المصالح اﻷنانية، والشللية، والاقتناع بأن النجاح والكفاءة يمكن أن يكونا من نصيب أي فريق دون غيره، وهذه الهيئات المستقلة ينبغي أن يكون شاغلها هو ضمان التكامل بين مختلف الجهود.
