4. The Conference of the Parties shall establish and/or strengthen networks of regional education and training centres to combat desertification and mitigate the effects of drought.
٤- ينشئ مؤتمر اﻷطراف و/أو يعزز شبكات من مراكز التعليم والتدريب الاقليمية لمكافحة التصحر وتخفيف آثار الجفاف.

5. In order to mobilize the financial resources necessary for affected developing country Parties to combat desertification and mitigate the effects of drought, the Parties shall:
٥ - من أجل تعبئة الموارد المالية اللازمة لﻷطراف من البلدان النامية المتأثرة بغية مكافحة التصحر وتخفيف آثار الجفاف، تقوم اﻷطراف بما يلي:

We hope that this Convention and the regional Annex for implementation in Africa will serve as a basis for a new contract between Governments, donors and local populations in their efforts to combat desertification and mitigate the effects of drought.

Furthermore, pursuant to Article 9 of the Convention, the Plan of Implementation calls for strengthening the preparation and implementation of national action programmes and subregional and regional action programmes as the central element of the strategy to combat desertification and mitigate the effects of drought.

`٣` الاستراتيجيات واﻷولويات الموضوعة في إطار خطط و/أو سياسات التنمية المستدامة لمكافحة التصحر وتخفيف آثار الجفاف، وأية معلومات ذات صلة فيما يتعلق بتنفيذها.

(viii) A regional action programme to combat desertification and mitigate impacts of drought is being developed through six thematic programme networks under the auspices of a regional coordination unit hosted by AfDB;
