A Member which is in arrears loses its right to vote for as long as the amount of its arrears equals or exceeds the amount of the contribution due from it for the preceding two years.

Should the Member State's payment in a given year of the plan exceed the instalment due from it for that year, it seems logical that the excess amount should be taken into account when reviewing the status of implementation of the plan at the end of the following year.
