In Latin America, a UNFPA-supported regional programme developed an indicator system to support the Economic Commission for Latin American and the Caribbean (ECLAC) in its regional ICPD monitoring role.

16. Although the Caribbean countries had joined ECLAC in 1984, the continued non-participation of small island States and Caribbean countries at ECLAC and Ad hoc Working Group meetings was notable.

291. The relevance of two current multidisciplinary regional mechanisms was observed, particularly the Community of Latin American and Caribbean States and the Union of South American Nations, which would greatly benefit from increased support by ECLAC in the area of technical capacity.

It was stated by ECLAC in its annual report for the period May 1970 to May 1971 that the establishment of CLADES would enable ECLAC " to carry out its mandate to undertake or sponsor the collection, evaluation and dissemination of economic, technological and statistical information, and to make working arrangements with other organs for the fullest exchange of information necessary for the coordination of efforts in the economic field " .
