Following a presidential decree of 12 September 2005, the Ministry of Ecology and Natural Resources had directed the Customs Committee not to allow imports, in the light of which the Customs Committee halted imports of Annex A ozone-depleting substances from the beginning of November 2005.
وكان عقب صدور قرار جمهوري في 12 أيلول/سبتمبر 2005 أن وجهت وزارة البيئة والموارد الطبيعية لجنة الجمارك إلى عدم السماح بالواردات، وفي ضوء ذلك، أوقفت لجنة الجمارك واردات المواد المستنفدة للأوزون الواردة في المرفق ألف اعتباراً من بداية تشرين الثاني/نوفمبر 2005.

The State Customs Committee reported to the Ministry for Ecology and Natural Resources data for the period January - June 2005 which suggest that Azerbaijan had consumed 20.8 ODP-tonnes of CFC, in contravention of its commitment contained in decision XVI/21.
31 - أبلغت لجنة الجمارك الوطنية وزارة البيئة والموارد الطبيعية بيانات عـن الفترة كانون الثاني/يناير - حزيران/يونيه 2005 تشير إلى أن أذربيجان قد استهلكت 20.8 طن بدالات استنفاد الأوزون من مركبات الكربون الكلورية فلورية. مخالفة بذلك التزامها الوارد في المقرر 16/21.

Azerbaijan has responded to these queries, clarifying that the presidential decree does allow the Ministry of Ecology and Natural Resources to ban the import and export of CFC-11 and CFC12.
37 - وردت أذربيجان على هذه التساؤلات وأوضحت أن المرسوم الجمهوري يسمح لوزارة البيئة والموارد الطبيعية بحظر استيراد وتصدير مركبات الكربون الكلورية فلورية-11 (CFC-11) ومركبات الكربون الكلورية فلورية-12 (CFC-12).

With regard to Azerbaijan's progress in introducing a CFC import ban, the submission states that, while the Government has not taken a final decision on the ban, a presidential decree had been issued that ordered the Ministry of Ecology and Natural Resources to regulate the import and export of ozone-depleting substances and products containing such substances.
34 - وفيما يتعلق بالتقدم الذي أحرزته أذربيجان نحو إدخال حظر على واردات مركبات الكربون الكلورية فلورية، تذكر الورقة المقدمة أنه بينما لم تتخذ الحكومة قراراً نهائياً بشأن الحظر، فقد صدر مرسوم جمهوري يأمر وزارة البيئة والموارد الطبيعية بتنظيم استيراد وتصدير المواد المستنفدة للأوزون، وكذلك المنتجات التي تشتمل على هذه المواد.

In response to the submission of Azerbaijan, the Secretariat sought responses from Azerbaijan on three issues. First, it asked how the Ministry of Ecology and Natural Resources would ensure that Azerbaijan ceased CFC consumption in the absence of a CFC import ban, and the date from which the Ministry expected the cessation of CFC consumption.

With regard to Azerbaijan's progress in introducing a CFC import ban, the submission stated that, while the Government had not yet taken a final decision, a presidential decree had been issued that ordered the Ministry of Ecology and Natural Resources to regulate the import and export of ODS and products containing such substances and allowed the ministry to ban the import and export of CFC-11 and CFC12.
44 - وفيما يتعلق بالتقدم الذي تحرزه أذربيجان في مسألة فرض حظر على استيراد مركبات الكربون الكلورية فلورية، ينص التقرير المقدم على أنه في حين أن الحكومة لم تتخذ بعد قراراً نهائـياً إلا أنه صدر مرسوم رئاسي يأمر وزارة البيئة والموارد الطبيعية بأن تنظم عملية استيراد وتصدير المواد المستنفدة للأوزون والمنتجات التي تحتوي على هذه المواد ويسمح للوزارة بأن تفرض حظراً على استيراد وتصدير الـ CFC-11 وCFC-12.

Recent legislation (Decision No. 1822 of 13 December 2000) determined measures to implement obligations arising from the Convention on International Trade in Endangered Species, for which the Ministry of Ecology and Natural Resources was the monitoring authority.
وقد سُنَّ مؤخرا تشريع (المقرر رقم 1822 الصادر في كانون الأول/ديسمبر 2000) حدد تدابير لتنفيذ الالتزامات الناشئة عن اتفاقية الاتجار الدولي بالأنواع المهددة بالانقراض وأسند مهمة رصدها الى وزارة الايكولوجيا والموارد الطبيعية.
