23. Highlighting the effects of cluster munitions during and after armed conflicts, the Secretary-General urged the States parties to devise norms that would immediately reduce and ultimately eliminate the horrendous impact of those weapons in humanitarian and economic terms.
23- وفي معرض الإشارة إلى آثار الذخائر العنقودية خلال وبعد النزاعات المسلحة، حث الأمين العام الدول الأطراف على وضع قواعد بهدف تحقيق خفض فوري وإزالة دائمة للآثار البشعة لهذه الذخائر على الجانب الإنساني والصعيد الاقتصادي.

3. All feasible precautions shall be taken to protect civilian population, individual civilians and civilian objects from the effects of cluster munitions.

54. Although the discussions were often divided along the lines described, it was widely recognized by participants that the foreseeable effects of cluster munitions must be taken into account when determining the proportionality of the incidental civilian casualties or damage that may result from the use of these weapons.
54- ورغم أن المناقشات كانت منقسمة بين الرأيين المذكورين، فقد أقر المشاركون إقراراً واسعاً بأنه يجب اعتبار آثار الذخائر العنقودية التي يمكن التنبؤ بها عند تحديد تناسبية الحوادث المدنية العرضية أو الضرر الذي قد ينجم عن استخدام هذه الأسلحة.

As for the kinds of expert who should take part in the work of the Group of Governmental Experts, they should include people from a wide range of fields, including experts in addressing physical and psychological trauma, risk education and development; such expertise was of prime importance in overcoming the effects of cluster munitions on agricultural activities and economic and commercial development.
