The review of the electoral law, the development of electoral regulations and the strengthening of the institutional capacity and accountability of the Electoral Council and the Government's delegates to Haiti's 10 departments, with the aim of reducing their reliance on the Mission, was hampered by a number of external factors.

(d) Polling officers selected by the staff shall conduct the election of the members of each staff representative body, on the basis of the electoral regulations of the staff representative body concerned, in such a way as to ensure the complete secrecy and fairness of the vote.
(د)يتولى فارزو الأصوات الذين يختارهم الموظفون إجراء انتخابات أعضاء كل هيئة من الهيئات الممثلة للموظفين، على أساس أنظمة الانتخاب المعمول بها في هيئة تمثيل الموظفين المعنية، بطريقة تضمن السرية والعدالة الكاملتين في التصويت.
