70- وذكر التقرير أن الدعم المقدم من المرفق للأنشطة التمكينية في مجال تغير المناخ قد ساهم مساهمة ضخمة في مساعدة الأطراف غير المدرجة في المرفق الأول على الوفاء بالتزاماتها الإبلاغية القائمة بموجب الاتفاقية، وذلك رغم الطابع المعقد للمهمة والصعوبات التي ووجهت في تنفيذ مشاريع الأنشطة التمكينية.

According to the report, additional resources should be made available for enhancing the capacity-building component of enabling activity projects, through the participation of country representatives in international seminars and workshops, as well as the broadening of technical training to include different groups of participants.

The subprogramme provides comments and advice on the GEF enabling activity projects for the preparation of initial and second national communications as well as the enabling activities phase II. The subprogramme prepared the fourth compilation and synthesis (C & S) report on national communications from non-Annex I Parties and an executive summary covering the information contained in the 83 initial national communications.

Funding for climate change enabling activity projects was launched by the GEF in response to guidance from COP 1 requesting that the GEF give priority to supporting non-Annex I Parties in meeting their commitments under the UNFCCC;

The objective of the review was to examine: (i) the effectiveness of the enabling activity modality; (ii) the effectiveness and efficiency of both GEF approval and national execution processes; (iii) influence on broader capacity-building and/or planning in countries through the preparation of the initial national communication process; and (iv) best practices for the implementation of enabling activity projects from country experiences.

Some Parties noted the need for greater clarity in the guidance the Conference of the Parties provides to the operating entity of the financial mechanism to support enabling activities, urged the GEF to develop a more strategic and long-term approach to funding of enabling activities and stressed that the approval process for enabling activity projects should be shortened and streamlined;
(ج) وأشارت بعض الأطراف إلى ضرورة أن يقدم مؤتمر الأطراف إرشادات أكثر وضوحاً إلى الكيان التشغيلي للآلية المالية ترمي إلى دعم الأنشطة التمكينية، وحثت مرفق البيئة العالمية على وضع نهج بعيد الأجل وأكثر استراتيجية لتمويل الأنشطة التمكينية، وشددت على ضرورة تقصير المهلة المحددة للموافقة على مشاريع الأنشطة التمكينية وعلى ضرورة ترشيدها؛
