(a) That Basel Convention transboundary movement controls should be implemented for endoflife mobile phones destined for material recovery and recycling (Annex IV B operations) or final disposal (Annex IV A operations) where the end-of-life mobile phones contain Annex I constituents, unless it can be demonstrated that these end-of-life mobile phones are not hazardous using Annex III characteristics;

The meeting had before it a document entitled " Mobile Phone Partnership Initiative Project 2.1: Chairman's paper on issues raised during the discussion of the guideline on transboundary movement of used and end-of-life mobile phones " (UNEP/CHW.8/INF/6, annex, appendix I).

1. Parties and Signatories to the Basel Convention are encouraged to implement policies and programmes which promote the environmentally and economically sound material recovery and recycling of end-of-life mobile phones.
