5. In implementing the mandate entrusted to him by the Commission on Human Rights, the approach of the Special Representative is and will be to be supportive of the Cambodian Government in implementing its international human rights obligations.

1. In accordance with the mandate entrusted to him by the Commission on Human Rights in resolution S-3/1 of 25 May 1994, the Special Rapporteur made a third visit to Rwanda from 14 to 25 October 1994.
