In order to establish clearly the scope of negotiations following the evaluation of proposals, the final request for proposals should indicate which are the terms of the project agreement that are deemed not negotiable.

It is important for the awarding authority to determine the relative weight to be accorded to each such criterion and the manner in which they are to be applied in the evaluation of proposals.
