On the issue of conversion rates, his delegation shared the view that market exchange rates (MERs) should be used for the purposes of the scale, except where that would cause excessive fluctuations or distortions in the income of some Member States, in which case other appropriate conversion rates, such as weighted average rates, should be employed.

It was observed that there was no room for countermeasures in cases where a mandatory dispute-settlement procedure existed, except where that procedure was obstructed by the other party and where countermeasures were urgent and necessary to protect the rights of the injured State, in the event that the dispute had not yet been submitted to an institution with the authority to make decisions that could protect such rights.
وأشير إلى أنه لا مجال للتدابير المضادة في الحالات التي توجد فيها إجراءات إلزامية بالنسبة لتسوية المنازعات، إلا حيثما عرقل الطرف الآخر تلك الإجراءات، وحيثما كانت التدابير المضادة عاجلة وضرورية لحماية حقوق الدولة المضرورة إلى أن يتم عرض النزاع على هيئة تملك سلطة اتخاذ قرارات تحمي تلك الحقوق.
