21. In February 2004, the General Assembly recognized " the urgent need to further develop and make use of the existing scientific and technical knowledge to reduce vulnerability to natural disasters " .

" ١٠ - تؤكد الحاجة الملحة إلى موالاة تطوير واستعمال المعارف العلمية والتقنية القائمة عملا على تقليل القابلية للتأثر بالكوارث الطبيعية، مع مراعاة الاحتياجات التي تنفرد بها البلدان النامية، وتهيب في هذا الصدد بجميع البلدان أن تعزز البحث العلمي وتدريب الخبراء في الجامعات والمؤسسات المتخصصة وأن تعزز تبادل المعلومات؛

Emphasizes the urgent need to further develop and make use of the existing scientific and technical knowledge to reduce vulnerability to natural disasters, bearing in mind the particular needs of developing countries, and, in this regard, calls upon all countries to strengthen scientific research and training of experts in universities and specialized institutions and to promote the exchange of information;
١٠ - تؤكد الحاجة الملحة إلى مواصلة تطوير واستعمال المعارف العلمية والتقنية القائمة عملا على تقليل القابلية للتأثر بالكوارث الطبيعية، مع مراعاة الاحتياجات التي تنفرد بها البلدان النامية، وتهيب في هذا الصدد بجميع البلدان أن تعزز البحث العلمي وتدريب الخبراء في الجامعات والمؤسسات المتخصصة وأن تعزز تبادل المعلومات؛
