Recalling that the United Nations Programme of Action requires that States assess applications for export authorizations according to strict national regulations and procedures that cover all small arms and light weapons, and are consistent with the existing responsibilities of States under relevant international law, taking into account in particular the risk of diversion of these weapons into illicit trade (para. II.11);
إذ نشير إلى أن برنامج عمل الأمم المتحدة يتطلب من الدول تقييم طلبات الحصول على أذون التصدير وفقا لأنظمة وإجراءات وطنية صارمة تشمل الأسلحة الصغيرة والأسلحة الخفيفة كافة وتكون مطابقة للالتزامات القائمة للدول بموجب قواعد القانون الدولي ذات الصلة، على أن تراعي بصفة خاصة مخاطر تحويل هذه الأسلحة إلى الاتجار غير المشروع (الفقرة ثانيا-11)؛

22. Regarding exports, the treaty can be expected to define the international principles by virtue of which each State may determine whether or not to grant export authorizations in response to applications submitted to them.
