In figure B below, UNHCR budgets, which are prepared in US dollars, have been discounted by the US Consumer Price Index (CPI) to show the real " purchasing power " of the budgets. 1991 is used as the base year, and the rate of inflation is calculated for each year thereafter, i.e. the rate between 1991 and each subsequent year to revalue the budgets.
