1. Agreement to Promote Compliance with International Conservation and Management Measures by Fishing Vessels on the High Seas

Recognizing also the duty provided in the Convention, the Agreement to Promote Compliance with International Conservation and Management Measures by Fishing Vessels on the High Seas (the Compliance Agreement),

11. 1993 Agreement to Promote Compliance with International Conservation and Management Measures by Fishing Vessels on the High Seas.

These commitments include the 1995 United Nations Fish Stocks Agreement, the 1993 Food and Agriculture Organization of the United Nations (FAO) Agreement to Promote Compliance with International Conservation and Management Measures by Fishing Vessels on the High Seas, and the 1995 Code of Conduct for Responsible Fisheries.

There is now a prevailing view that Fishing Vessels on the high seas which are not effectively controlled by their flag States are liable to sanctions by other States, should they happen to contravene international conservation and management measures.

122. Azerbaijan stressed that it had taken effective measures in accordance with international law to prevent reflagging of vessels by its nationals for the purpose of avoiding compliance with applicable conservation and management rules for Fishing Vessels on the high seas.
