It appears that since the Government of Iraq has finally accepted the food for oil formula there has been an improvement in the enjoyment of the rights to food and health care for Iraqi citizens.

On 22 January 1996, the Government of Iraq accepted the Secretary-General's invitation to enter into discussion with the Secretariat of the United Nations with a view to implementation of the " food for oil formula " .

65. In order to move ahead with the " food for oil " formula available pursuant to Security Council resolution 986 (1995), on 18 January 1996, the Secretary-General addressed a letter to Iraqi Deputy Minister Tariq Aziz inviting the Government of Iraq to start discussion on the implementation of the resolution.

(m) That, especially in view of the extremely serious lack of food and medicine in the country, the Government of Iraq immediately act to take advantage of the " food for oil " formula provided in Security Council resolutions 706 (1991) and 712 (1991) which, as the Secretary-General has confirmed, would enable the Government to purchase hundreds of millions, if not billions, of dollars worth of urgently needed foodstuffs and medical supplies;

(g) That, especially in view of the extremely serious shortage of food and medicine in the country, the Government of Iraq should immediately act to take advantage of the " food for oil " formula provided in Security Council resolutions 706 (1991), 712 (1991) and 986 (1995), which would enable the Government to purchase billions of dollars worth of urgently needed foodstuffs and medical supplies;
)ز( أن تعمل حكومة العراق في الحال، وخاصة بالنظر إلى النقص الخطير للغاية في اﻷغذية واﻷدوية في هذا البلد، على الاستفادة من صيغة " الغذاء مقابل النفط " المنصوص عليها في قرارات مجلس اﻷمن ٦٠٧ )١٩٩١( و٢١٧ )١٩٩١( و٦٨٩ )٥٩٩١(، مما يمكﱢن الحكومة من شراء ما قيمته مليارات الدولارات من الامدادات الغذائية والطبية التي توجد حاجة ماسة لها؛

Given the situation, the Special Rapporteur thus welcomed, in his most recent report to the General Assembly, the signing on 20 May 1996 of a memorandum of understanding (MOU) between the United Nations and the Government of Iraq on the practical arrangements for the implementation of Security Council resolution 986 (1995), i.e. offering “food for oil”.
وفي ضوء هذه الحالة، رحّب المقرر الخاص في آخر تقرير قدّمه إلى الجمعية العامة بالتوقيع في ٠٢ أيار/مايو ٦٩٩١ على مذكرة تفاهم بين اﻷمم المتحدة وحكومة العراق بشأن الترتيبات العملية لتنفيذ قرار مجلس اﻷمن ٦٨٩ )٥٩٩١(، أي توفير " الغذاء مقابل النفط " .
