٥٤- نصت المادة )٤٢( من الدستور على عدم جواز منع أي مواطن من السفر خارج البلاد أو من العودة إليها ولا تقيد تنقله أو اقامته داخل البلاد إلا في الحالات التي يحددها القانون.

292. In accordance with article 116 of the Constitution, the expropriation of unproductive large-scale estates for agrarian reform is to be provided for by law and paid for in the manner and within the time period determined by law.

" (أ) الوظائف العامة خدمة وطنية تناط بالقائمين بها، ويستهدف موظفو الدولة في أداء وظائفهم المصلحة العامة، ولا يولىّ الأجانب الوظائف العامة إلا في الأحوال التي يبينها القانون.

The exercise of these rights can therefore be restricted, but the restrictions must be provided for by law and must be necessary for respect of the rights or reputations of others, or for the protection of public order, health or morals.
