4. At its nineteenth session, in 2013, the Council approved applications for approval of plans of work for exploration for cobalt-rich ferromanganese crusts by China Ocean Mineral Resources Research and Development Association (COMRA) and Japan Oil, Gas and Metals National Corporation (JOGMEC).
