The Human Rights Section was also active in the United Nations Development Assistance Framework for 2004-2007 and has continued to provide substantial inputs on human rights and the rule of law to the National Recovery Strategy for Sierra Leone through the Office of the Deputy Special Representative of the SecretaryGeneral for Governance and Stabilization.

The function of the Office for Policy and Planning does not run parallel, nor does it duplicate the functions of the Office of the Deputy Special Representative of the Secretary-General for Governance and Stabilization.

Within the United Nations family, the new institutional arrangements whereby my Deputy Special Representative for Governance and Stabilization also serves as Humanitarian Coordinator have significantly contributed to stronger links between UNAMSIL, the Office for the Coordination of Humanitarian Affairs, United Nations agencies and non-governmental organizations providing humanitarian assistance.

The Committee was informed that the Deputy Special Representative of the Secretary-General for Governance and Stabilization is the Resident Representative of the United Nations Development Programme (UNDP), who is currently at the D-2 level.

In this connection, the Committee recommends that a review be made of the structural arrangement of the functions of the Office of the Deputy Special Representative for Governance and Stabilization and those of policy planning, human rights and mine action with a view to streamlining and avoiding duplication.

The incumbent would also carry out liaison with other actors involved in the disarmament, demobilization and reintegration process, in particular the World Bank, and prepare periodic reports and briefings for the Deputy Special Representative of the Secretary-General for Governance and Stabilization on the status and progress of the disarmament, demobilization and reintegration programme.

6. The Committee points out that some policy and planning functions of the Office for Policy and Planning may run in parallel with, or may even duplicate those of, the Office of the Deputy Special Representative of the Secretary-General for Governance and Stabilization.

4. ONUB is headed by the Special Representative of the Secretary-General at the Under-Secretary-General level, assisted by a Principal Deputy Special Representative for Governance and Stabilization and a Deputy Special Representative, Resident Coordinator and Humanitarian Coordinator, both at the Assistant Secretary-General level.

35. The Human Rights Section was active in the integrated reporting process within UNAMSIL, both in Freetown and in the provinces, and contributed inputs on human rights and the rule of law to the National Recovery Strategy for Sierra Leone through the Office of the Deputy Special Representative of the Secretary-General for Governance and Stabilization.

The Special Representative would be supported by a Principal Deputy Special Representative for Governance and Stabilization at the Assistant Secretary-General level and a Deputy Special Representative, Resident Coordinator and Humanitarian Coordination (D-2).
وسيعاونه نائب رئيسي للممثل الخاص لشؤون الحكم وتحقيق الاستقرار، برتبة أمين عام مساعد، ونائب للممثل الخاص، يتولى منصب المنسق المقيم المسؤول عن تنسيق المساعدة الإنسانية (مد-2).

11. In the discharge of her responsibilities, the Special Representative of the Secretary-General is supported by a Principal Deputy Special Representative for Governance and Stabilization and a Deputy Special Representative, Resident Coordinator and Humanitarian Coordinator, both at the Assistant Secretary-General level.
