The Secretary-General hereby delegates to the Executive Director of the United Nations Environment Programme (UNEP) authority and responsibility for the implementation of these Financial Rules, for the proper management of the Fund and associated funds.

In that connection, the report of the Ad Hoc Intergovernmental Working Group of Experts established pursuant to General Assembly resolution 48/218 A (A/49/418), should be taken up in conjunction with the report on jurisdictional and procedural mechanisms for the proper management of resources and funds of the United Nations (A/49/98 and Add.1-2).

Management Aquifer States shall undertake to establish plans and implement these plans for the proper management of a transboundary aquifer or aquifer system in accordance with the provisions of the present Convention.
