She wishes to emphasize the need for all States to review legislation and practices regarding arrest and conditions of detention in order to bring them into line with the Standard Minimum Rules for the Treatment of Prisoners and other pertinent international instruments.

All Governments should ensure that conditions of detention in their countries conform to the Standard Minimum Rules for the Treatment of Prisoners and other pertinent international instruments.
٢٢١- ينبغي لكافة الحكومات أن تكفل توافق ظروف الاحتجاز في بلدانها مع القواعد النموذجية الدنيا لمعاملة السجناء وغيرها من الصكوك الدولية ذات الصلة.

In particular, due attention should be paid to the Standard Minimum Rules for the Treatment of Prisoners and other international standards in resorting to methods and equipment of restraints, as well as to punishment measures. In that respect, prolonged solitary confinement, which may amount to torture, should be abolished;

The State party was also requested to take appropriate and sufficient measures to prevent similar violations in the future by bringing its prison conditions into compliance with its obligations under the Covenant, taking account of the United Nations Standard Minimum Rules for the Treatment of Prisoners and other relevant international norms.
كما طُلب إلى الدولة الطرف أن تتخذ التدابير الملائمة والكافية لمنع حدوث انتهاكات مماثلة في المستقبل بجعل ظروف الاحتجاز فيها متماشية مع التزاماتها بموجب العهد، مع مراعاة قواعد الأمم المتحدة النموذجية الدنيا لمعاملة السجناء وغيرها من المعايير الدولية ذات الصلة.

13. Appeals to all Governments to ensure that all persons deprived of their liberty are treated with humanity and with respect for the inherent dignity of the human person and that conditions in places of detention conform to the Standard Minimum Rules for the Treatment of Prisoners and other pertinent international instruments;
٣١- تناشد جميع الحكومات كفالة أن يعامل كل اﻷشخاص المحرومين من حريتهم بإنسانية ومع احترام كرامة اﻹنسان اﻷصيلة، وأن تكون الظروف السائدة في أماكن الاحتجاز متفقة مع القواعد النموذجية الدنيا لمعاملة السجناء وغيرها من الصكوك الدولية ذات الصلة؛

(e) The detention conditions in prisons, particularly with respect to women and children, which violate most of the United Nations Standard Minimum Rules for the Treatment of Prisoners and other human rights instruments, because of the lack of specialized facilities;
(هـ) ظروف الاحتجاز في السجون، ولا سيما ظروف احتجاز النساء والأطفال، التي تنتهك معظم قواعد الأمم المتحدة الدنيا النموذجية لمعاملة السجناء وغيرها من صكوك حقوق الإنسان بسبب الافتقار إلى مرافق متخصصة؛

(f) Conditions in prisons, particularly with regard to women and children, which violate the United Nations Standard Minimum Rules for the Treatment of Prisoners and other human rights instruments.
(و) الأوضاع في السجون، ولا سيما أوضاع النساء والأطفال، التي تنتهك قواعد الأمم المتحدة النموذجية الدنيا لمعاملة السجناء وغيرها من صكوك حقوق الإنسان.

The Special Rapporteur urges for measures to be undertaken that bring conditions of detention into line with the standard minimum rules for the Treatment of Prisoners and other relevant international and national standards, and that ensure that an independent and functioning complaints mechanism is established.
47- وقد حث المقرر الخاص على اتخاذ ما يلزم من تدابير لمواءمة ظروف الاحتجاز مع المعايير الدنيا لمعاملة السجناء وغيرها من المعايير الدولية والوطنية ذات الصلة، ولضمان إنشاء آلية مستقلة وفعالة لتقديم الشكاوى.

(j) Ensure the absolute prohibition of torture and other ill-treatment in law and in practice, and take measures to bring conditions of detention in places of deprivation of liberty into line with the Standard Minimum Rules for the Treatment of Prisoners and other relevant international and national law standards;
(ي) ضمان حظر التعذيب وسائر أشكال سوء المعاملة حظراً تاماً في القانون والممارسة، واتخاذ التدابير الرامية إلى مواءمة ظروف الحجز في أماكن الحرمان من الحرية مع القواعد الدنيا النموذجية لمعاملة السجناء وغيرها من معايير القانون الدولي والوطني ذات الصلة؛

The State party is also under an obligation to take appropriate and sufficient measures to prevent similar violations in the future by bringing its prison conditions into compliance with its obligations under the Covenant, taking account of the United Nations Standard Minimum Rules for the Treatment of Prisoners and other relevant international norms.
كما أن الدولة الطرف ملزمة باتخاذ التدابير الملائمة والكافية لمنع ارتكاب انتهاكات مماثلة في المستقبل بجعل ظروف الاحتجاز متماشية مع التزاماتها بموجب العهد، ومراعاة قواعد الأمم المتحدة النموذجية الدنيا لمعاملة السجناء() وغيرها من المعايير الدولية.
