In order to achieve optimal realignment of the functions performed across the Division for Treaty Affairs and the Division for Operations, staff members working in the same thematic area have been grouped into a thematically based cluster that is responsible for both the normative and operational aspects of the work in that particular thematic area.

In its resolution 65/227, the General Assembly requested the Executive Director of UNODC to report to the Commission on Narcotic Drugs and the Commission on Crime Prevention and Criminal Justice on the implementation of the realignment of the Division for Treaty Affairs and the Division for Operations, pursuant to which the following information is submitted to the commissions.

Following the realignment of the Division for Treaty Affairs and the Division for Operations, it became necessary to bring the third substantive division of UNODC, the Division for Policy Analysis and Public Affairs, into consonance with the new approach of thematic clusters and integrated programming.
