1. This Convention applies to the use of electronic communications in connection with the formation or performance of a contract between parties whose places of business are in different States.

" Electronic communication " includes any statement, declaration, demand, notice or request, including an offer and the acceptance of an offer, made by electronic, magnetic, optical or similar means in connection with the formation or performance of a contract.

1. The provisions of this Convention apply to the use of electronic communications in connection with the formation or performance of a contract to which any of the following international conventions, to which a Contracting State to this Convention is or may become a Contracting State, apply:
1 - تنطبق أحكام هذه الاتفاقية على استخدام الخطابات الإلكترونية في سياق تكوين أو تنفيذ عقد أو اتفاق تسري عليه أي من الاتفاقيات الدولية التالية، التي تكون الدولة المتعاقدة في هذه الاتفاقية، أو قد تصبح، دولة متعاقدة فيها:

10. The primary purpose of the Convention is to facilitate international trade by removing possible legal obstacles or uncertainty concerning the use of electronic communications in connection with the formation or performance of contracts concluded between parties located in different countries.
10- الغرض الأساسي من الاتفاقية هو تيسير التجارة الدولية بإزالة العقبات القانونية المحتملة أو عدم التيقن المحتمل بخصوص استخدام الخطابات الإلكترونية في سياق تكوين أو تنفيذ عقود بين أطراف تقع مقارها في بلدان مختلفة.

A State that makes a declaration pursuant to paragraph 2 of this article may also declare that it will nevertheless apply the provisions of this Convention to the use of electronic communications in connection with the formation or performance of any contract to which a specified international convention, treaty or agreement applies to which the State is or may become a Contracting State.
3 - يجوز لأي دولة تصدر إعلانا عملا بالفقرة 2 من هذه المادة أن تعلن أيضا أنها ستطبق أحكام هذه الاتفاقية، على الرغم من ذلك، على استخدام الخطابات الإلكترونية في سياق تكوين أو تنفيذ أي عقد يسري عليه أي من الاتفاقيات أو المعاهدات أو الاتفاقات الدولية المحددة التي تكون تلك الدولة أو قد تصبح دولة متعاقدة فيها.

49. Paragraph 2 does not specify the nature of the other conventions, treaties or agreements in support of which the provisions of the Convention may be extended, but the reach of the provision is narrowed down by the reference to electronic communications exchanged " in connection with the formation or performance of a contract " .
49- ولا تحدد الفقرة 2 طبيعة الاتفاقيات أو المعاهدات أو الاتفاقات الأخرى التي يجوز توسيع نطاق أحكام الاتفاقية دعما لها، بل إن مدى تطبيق الحكم يُضيّق بالإشارة إلى الخطابات الإلكترونية المتبادلة " في سياق تكوين أو تنفيذ عقد " .

A State that makes a declaration pursuant to paragraph 2 of this article may also declare that it will nevertheless apply the provisions of this Convention to the use of electronic communications in connection with the formation or performance of any contract to which a specified international convention, treaty or agreement applies to which the State is or may become a Contracting State.
3 - يجوز لأي دولة تصدر إعلانا عملا بالفقرة 2 من هذه المادة أن تعلن أيضا أنها ستطبق أحكام هذه الاتفاقية، على الرغم ذلك، على استخدام الخطابات الإلكترونية في سياق تكوين أو تنفيذ أي عقد يسري عليه أي من الاتفاقيات أو المعاهدات أو الاتفاقات الدولية المحددة التي تكون تلك الدولة أو قد تصبح دولة متعاقدة فيها.
