42. Takes note of the report of the former Special Rapporteur of the Commission on Human Rights on contemporary forms of racism, racial discrimination, xenophobia and related intolerance,15 and expresses its full appreciation for his work;

He noted that the concept of minorities was inherently dynamic as every group evolved and developed. In his opinion, the Working Group could adopt the definition of Mr. Deschênes, former Special Rapporteur of the Sub-Commission on Minorities, which contained both objective and subjective elements.

He reminded the delegation that in 2006 the former Special Rapporteur of the Human Rights Council on the promotion and protection of the right to freedom of opinion and expression had urged the Government to take the necessary measures to ensure that journalists were able to fulfil their mission in a secure environment, in keeping with the principles express in article 19 of the Covenant.

Recalling its resolution 1996/35 of 19 April 1996, in which it regarded the basic principles and guidelines proposed by the former Special Rapporteur of the Sub—Commission on Prevention of Discrimination and Protection of Minorities, Mr. Theo van Boven, as a useful basis for giving priority attention to the question of restitution, compensation and rehabilitation,

Following the adoption of the agenda, the working group decided to invite Mr. Theo van Boven, former Special Rapporteur of the Sub-Commission on the right to restitution, compensation and rehabilitation for victims of gross violations of human rights, to participate in the discussion on the agenda item relating to basic principles and guidelines on the right to reparation.

69. The brutal expulsion of Bosnian Muslims from Srebrenica was related in the report of the former Special Rapporteur of 22 August 1995 (E/CN.4/1996/9).

At the invitation of the working group, Mr. Theo van Boven, former Special Rapporteur of the Sub-Commission on the right to restitution, compensation and rehabilitation for victims of gross violations of human rights, also participated in the discussion on the agenda item relating to basic principles and guarantees concerning the right to restitution and compensation.

The Republic of Croatia takes this opportunity to express its support for the elaboration of the draft basic principles and guidelines on the right to reparation for victims of [gross] violations of human rights and international humanitarian law and the work undertaken by the former Special Rapporteur of the Sub-Commission on Prevention of Discrimination and Protection of Minorities in respect of the preparation of the draft.

44. The former Special Rapporteur of the Sub-Commission on the Promotion and Protection of Human Rights, Mr. A. Eide, updated his study on the right to food in a report submitted to the SubCommission at its fifty-first session (E/CN.4/Sub.2/1999/12).

As stated by the former Special Rapporteur of the Commission for Social Development for monitoring the implementation of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities, " all children and young people of the world, with their individual strengths and weaknesses, with their hopes and expectations, have the right to education.
