The Guidelines build on two principles: (a) establishing the necessity of alternative care and (b) identifying the appropriateness of alternative forms of care.

On the other hand, corporal punishment was lawful in non-institutional forms of care.

Federal Act No. 29 of 2006, on persons with special needs, was passed by the State to guarantee all rights and forms of care for the disabled in accordance with the relevant international conventions.
