15. In considering the implementation of the request to transfer responsibility for formulating decisions on appeals, the following factors were taken into account:

In paragraph 17 of the same resolution, the Assembly decided that measures should be taken to eliminate the appearance of conflict of interest, and towards that end requested the Secretary-General to proceed with the transfer of the responsibility for formulating decisions on appeals from the Department of Management to the Office of the Secretary-General.

Recalling that the General Assembly, in paragraph 17 of its resolution 59/283, had requested the Secretary-General to transfer responsibility for formulating decisions on appeals from the Department of Management to the Office of the Secretary-General, the Advisory Committee recommended that the unit should be placed elsewhere in the Organization, for example, in the Executive Office of the Secretary-General.

22. In its resolution 59/283, the General Assembly decided that measures should be taken to eliminate the appearance of a conflict of interest and, to that end, requested the Secretary-General to proceed with the transfer of responsibility for formulating decisions on appeals from the Office of the Under-Secretary-General for Management to the Executive Office of the Secretary-General.

The decrease includes the outward transfer of one P-5 post from this section to section 1, Overall policymaking, direction and coordination to implement paragraph 17 of resolution 59/283, in which the General Assembly requested the transfer of responsibility for formulating decisions on appeals from the Department of Management to the Office of the Secretary-General.
