In this regard, the Supreme Council called on the Iraqi Government to implement Security Council resolutions 706 (1991), 712 (1991) and 986 (1995), which set forth the appropriate and available mechanisms for alleviating the suffering of the fraternal Iraqi people.

Tunisia also expresses the hope that the fraternal Iraqi people will find appropriate solutions to their national causes in the framework of the political process, in order to maintain national unity and guarantee security and stability, which will allow Iraqis to devote themselves to reconstruction.

We stress the necessity for Iraq to fully implement all relevant Security Council resolutions to eliminate its arsenal of all weapons of mass destruction. Fully cognizant of the fact that the United Nations Special Commission has not been able to finalize its inspection, we call for persistent efforts to end the hardship borne by the fraternal Iraqi people.
في الوقت الذي نؤكد فيه على ضرورة تنفيذ العراق كافة قرارات مجلس اﻷمن ذات الصلة بنزع أسلحة الدمار الشامل العراقية، ومع إدراكنا بأن اللجنة الخاصة بنزع هذه اﻷسلحة لم تنته من أعمالها بعد، فإننا نطالب بالسعي الحثيث إلى رفع المعاناة عن الشعب العراقي الشقيق.

The Council expressed deep concern at the dangerous escalation caused by the tense situation between Iraq and the United Nations resulting from the continued concealment by the Iraqi Government of dangerous and deadly biological and chemical weapons that threaten the lives of the fraternal Iraqi people and the other peoples of the region.
وأعرب المجلس عن قلقه الشديد إزاء التصعيد الخطير الناجم عن توتر الموقف بين العراق واﻷمم المتحدة نتيجة استمرار الحكومة العراقية في إخفاء أسلحة بيولوجية وكيميائية خطيرة وفتاكة تهدد حياة الشعب العراقي الشقيق وشعوب المنطقة.

The Ministers stressed once more their firm interest in the unity, sovereignty and territorial integrity of Iraq and their sympathy for the fraternal Iraqi people in its plight. They affirmed that the Iraqi regime bore full responsibility for that plight as a result of its refusal to implement Security Council resolutions 706 (1991) and 712 (1991) addressing the issue of Iraq's needs in terms of food and medicines.

وعليه فإن المجلس اﻷعلى يحمل الحكومة العراقية المسؤولية الكاملة للتدهور الخطير فيما آلت إليه الحالة المعيشية والصحية للمواطنين العراقيين، مبديا تعاطف دول مجلس التعاون لدول الخليج العربية مع الشعب العراقي الشقيق في محنته الحالية.

The Council welcomed the adoption of Security Council resolution 1153 (1998) under which Iraq is permitted to increase its petroleum revenues from 2 billion to 5.2 billion dollars every six months in order to reinforce the " oil-for-food " programme and secure the food and medicine that the fraternal Iraqi people need and mitigate their suffering.
كما رحب المجلس الوزاري بصدور قرار مجلس اﻷمن رقم ١١٥٣ الذي يسمح للعراق بموجبه زيادة عائداته النفطية من ملياري دولار الى ٥,٢ مليار دولار كل ستة أشهر، لتعزيز برنامج " النفط مقابل الغذاء " لتوفير الاحتياجات الغذائية والدوائية ﻷبناء الشعب العراقي الشقيق والتخفيف من معاناته.

The Council expressed its satisfaction with the improvement in the living and health conditions of the fraternal Iraqi people and the alleviation of their suffering resulting from the implementation of the " oil for food " Security Council resolution 986 (1995).
وعبر المجلس عن ارتياحه لتحسن الحالة المعيشية والصحية وتخفيف المعاناة عن الشعب العراقي الشقيق نتيجة تنفيذ قرار مجلس اﻷمن ٩٨٦ " النفط مقابل الغذاء " .

The Council also holds the Iraqi regime fully responsible for the human distress and suffering inflicted on the fraternal Iraqi people as a result of the regime's policies, which constitute a breach of Security Council resolution 688 (1991), and refusal to implement resolutions 706 (1991) and 712 (1991), which address the human suffering of the Iraqi people.
كما يحمل المجلس النظام العراقي المسؤولية كاملة لما يتعرض له الشعب العراقي الشقيق من مآسي ومعاناة إنسانية نتيجة سياساته التي تمثل خرقا لقرار مجلس اﻷمن رقم ٦٨٨، ورفضه تنفيذ قراري مجلس اﻷمن ٧٠٦ و ٧١٣ اللذين يعالجان المعاناة اﻹنسانية للشعب العراقي، مؤكدا حرصه البالغ على وحدة أراضي العراق وسلامته اﻹقليمية.

We therefore welcome the memorandum of understanding signed in May 1996 between Iraq and the United Nations on the implementation of Security Council resolution 986 (1995), providing for the sale of petroleum for the purchase of food as a first step towards alleviating the terrible suffering of the fraternal Iraqi people.
ومن هذا المنطلق فإننا نرحب بمذكــرة التفاهم التي وقعت فــي أيار/مايو ١٩٩٦ بين العــراق واﻷمــم المتحــدة لتنفيــذ قرار مجلس اﻷمن ٩٨٦ )١٩٩٥( القاضــي ببيع النفــط مقابل الغذاء، وذلك كخطــوة أولــى نحــو تخفيف معاناة الشعب العراقي الشقيق.
